As a true freshman at Iowa in 2019, Campbell played in 11 games and had five tackles. He participated in five games as a sophomore in 2020 and finished with 29 tackles, one sack, and one interception. In his junior year of 2021, he had a successful comeback as a starter, racking up 140 tackles, two interceptions, a sack, and a touchdown. Leading one of the top defenses in the nation, Campbell was awarded first-team all-Big Ten after the 2021 season.
After returning to Iowa in 2022, Big Ten media selected Campbell as the preseason defensive player of the year for the Big Ten. In 2022, Campbell guided the outstanding Iowa defense to a top-five finish in both defensive efficiency and overall defense, as well as a national record in yards per play average. With 118 tackles at the end of the regular season, Campbell tied for 13th place nationally and second in the Big Ten.
