EcoMap Technologies was founded by Pava LaPere, a software developer. According to their website, they have around 30 workers who create chatbots and digital platforms to organize and catalog data for corporations and other organizations.
According to investigators in Baltimore, LaPere suffered fatal head injuries.
Jason Billingsley, 32, was arrested on Wednesday and is being questioned in connection with the death of LaPere. He is being held on first-degree murder charges.
The company where LaPere worked issued a statement honoring her leadership, saying, “Her unwavering commitment to our company, to Baltimore… and to building a deeply inclusive culture as a leader, friend, and partner set a standard for leadership, and her legacy will live on through the work we continue to do.”

Frank LaPere, LaPere’s father, spoke at a memorial service in Baltimore on Wednesday, recalling his daughter as a “stubborn and sly” kid who would slip out to ride a bicycle in their Tucson, Arizona, neighborhood before dawn and sneak back in before her parents awoke.

Who Killed Pava Lapere?
After being reported missing, LaPere’s body was discovered in her building late on Monday morning.
At a press conference on Monday, interim Baltimore Police Commissioner Richard Worley said that LaPere was likely murdered on Friday night. Worley claims there was no break-in at the office.
According to Worley, Billingsly was caught peacefully on Wednesday night in Bowie, Maryland, which is located roughly halfway between Baltimore and Washington, D.C.

How Much Do We Really Know About Jason Billingsley?
Billingsley, per the court records, pleaded guilty in 2015 to first-degree sex offense by force or threat. He was given a sentence of 30 years in prison, although 16 of those years were suspended.
According to the Baltimore State Attorney’s Office, Billingsley was freed from jail in October 2022 thanks to a sentencing reduction made possible by credits known as “diminution.”
The spokesman for the Maryland Department of Public Safety and Correctional Services, Mark Vernarelli, confirmed that he was released from prison with strict supervision.
Billingsley was wanted for rape, attempted murder, and arson on September 19 in Baltimore, which is where LaPere’s body was discovered.
He was a Tier-3 sex offender after his release in October 2022. Tier 3 sex offenders, according to Varnarelli, must re-register every three months. This week, a warrant was issued for Billingsley’s arrest for failing to re-register.
